The signing of the treaties is part of a whole process, started in 1952 by the ECSC (European Coal and Steel Community) (seca). The Euratom project has already been approved by the Parliament in June 1956, and the ratification ot the treaties raises numerous questions about the future institutions (where – who…) and about the way the common market acts within the GATT’s framework. (General Agreement on Tariffs and Trade). The treaty is presented as being the first step towards a possible “fourth Europe”.
