Is the signature of the Rome Treaty considered as the first step toward the creation of future “United States of Europe” ?

I believe that hte Rome Treaty can be considered as a first step to the Ue. After some misunderstandings of the members, this treaty brought to the birth of a long process from 60's until nowadays. for example we can consider the Bruxelles Treaty an important step. maybe the Rome treaty didn't create a real UE, but it was essential to begin an hard work that continues nowadays. Do you agree?
