« En décidant de rétablir par la force un ordre de type stalinien à Prague, en violant la souveraineté d’une nation étrangère, et en bafouant la charte de l’ONU qu’ils avaient contribué à rédiger, en violant les principes auxquels ils ont souscrits, de non-ingérence dans les affaires d’un parti communiste « frère », ils justifient les interventions américaines au Viêt-Nam, à Cuba, à Saint Domingue, qui procèdent aussi de la raison du plus fort. Ils rendent force et vie aux blocs militaires, et donc à l’OTAN. Voilà compromise la coexistence pacifique et les progrès de la coopération internationale, voilà remis en cause tous les processus de désarmement et de paix, revoici la peur… »
